You can record the graffiti/tags with Bixelangelo and play them inside BluffTitler with the sketch layer.
Here are some things you can try to imitate the style as shown in your video link:
-switch to the ROUND style (1st dropdown below textbox)
-use extreme RADIUS property values
-apply the CartoonMap.fx effect (CHANGE EFFECT... button)
-attach particles (ATTACH PARTICLES TO ACTIVE LAYER.. button)
-clone the sketch layer and make small adjustments
