I have layers in a container which are not responding to being moved forward or backwards ALT [ or ALT ].
In fact I'm not sure how these layers are to be moved.

You have to differentiate between 2 things:
-the order in the layers dropdown
-the order when rendering

Layers dropdown

The layers in the layers dropdown are sorted by their type. For example camera layers first.

For this reason, the LAYER > BRING ACTIVE LAYER BACKWARD/FORWARD menu items can only reorder layers of the same type.

Rendering

BluffTitler is a 3D app: everything is sorted according to their distance to the camera. For example the moon is rendered behind your house because the moon is further away than your house. For this reason, the LAYER > BRING ACTIVE LAYER BACKWARD/FORWARD menu items do not affect the rendering order.

Only when your layer is not part of the 3D scene, for example when using the 2D IN FOREGROUND style of the picture layer, those menu items affect the rendering.
