Appying the ProceduralTextures\RGB effect to a particle layer and the Filters\Kaleidoscopee effect to the camera layer.
Spiced up with the prevframe trick:

This is the kind of effect that happens when you are mindlessly fooling around with the props, not really knowing what you're doing. Have fun experimenting!
