This effect adds random digital noise to your textures. It simulates a buggy decoder filter.
It works great with the picture, video capture and video layers. Use the CHANGE EFFECT button on the tool window (the magic wand) to select the effect.
UPDATE: the download has been updated to work with BluffTitler version 16.
