How about placing the background picture in a theatre and making the avatar dance in front of it?

This way you make it easier for the viewer to accept the non-animated background picture because it's now presented as a stage backdrop.

It took some time to find a suitable theatre on Sketchfab. This is the one used in the screenshot:

Beautiful photo, Chaver.
Years ago I found out an ex-partner in a podcast I worked on was stealing my music and calling it his own. I found out that here in the US your music is copyrighted once you make it, but you really have no recourse unless you pay 45 dollars a song to have it legally copyrighted. Then it dawned on me, steal my music... get it out there. It is meant to be heard. ie I stopped caring about who steals my music, videos, or images. I'd rather people spread my work, then me fight them over it.
