how to add a picture to an existing container, which contains other layers
If the picture layer not yet exist:
-select the container layer
-choose LAYER > ADD LAYER > ADD PICTURE LAYER...
-answer YES to the dialog that asks you if you want to attach the new layer to the active container layer
If the picture layer already exists:
-select the picture layer
-choose LAYER > ATTACH LAYER > ATTACH ACTIVE LAYER...
