I had an issue with the new version of Blufftitler 17, h264 videos were not decoding in the program. With the help of Michiel I found the issue was in K-Lite. In the k-lite tweeks tool, I checked and found that the format H264 was not checked. If you are having the same issue. Make sure you have K-Lite and check the tweek app for the program for the proper settings.
