Can you select a marker or keyframe and type the time you want the marker to move to?
I click-and-drag the keys with my mouse or else move them with the move left/right keys:

Another technique is to enter the time before making the key.

thanks michiel = I need to get the time exact for each layer. Select the time before generating the key sounds like a good option
