In the current version it's not possible to attach a border to a scroller layer. Thank you for your request!
When you want to improve readability, it works best to increase contrast by placing a picture behind the scroller.
The installer comes with a demo show: Scroller\LowerThird4.bt
When you want full control, use a text layer. Animate its POSITION prop to make it scroll. The installer also has a demo for this technique: Scroller\Scroller6.bt
