In content properties when I open the file, the directory point on XML file.
What is it useful for?

The XML file is used for dynamic content.
Take a look at the FILE > Show properties... dialog of this installer show:
DynamicContent\RSS2.bt

I know dynamic content, I did not understand if I can also change them from the properties then?
So if they are not set on the layer the program will search for them in this section.
