The Effects/V11 folder is visible again in version 16.7.7.1.
The only purpose of this folder is offering backwards compatibility. For new projects please never use any of the old V11 effects.
Version 16.7.7.1 adds the Text/FloatingPieces effect, which is a modern version of the old V11/V11_FloatingPieces effect. We hope this finally closes the V11 book.
