This effect pixelizes the first texture. The second texture is used to render each pixel.
It requires a graphics card that supports pixel shader 2.0 and it works great with the picture, video and video capture layers.
Nice effect. It seems to works best using two photos. I changed the resolution from 30 to 90 and then, at the end, had it dissolve from the pixelated photo to the actual photo over a two second time frame.
