Here are the release notes for version 17.0.0.1, launched today.
V17.0 introduced the CLIP POSITION and CLIP ROTATION props in the text layer. This made it possible to split all glyphs of all fonts (top left) into separate parts (top right):

Some users have remarked that, by design, stencil fonts are already split into separate parts (bottom left).
Here are a 2 examples of stencil fonts:

To render only a single part of a stencil font, version 17.0.0.1 introduces the SUBMODEL prop. Set this to 1 and only the 1st submodel is rendered:

This makes it possible to give every part its own colour (bottom right).

It's interesting to inspect different stencil fonts. As you can see, in this font only the letter E uses 4 parts. And only the digit 3 uses 3 parts.

Vincent, a SUBMODEL EXPLOSION prop can be simulated by giving every submodel its own value of the CHARACTER EXPLOSION prop. Because stencil fonts have rarely more than 4 submodels this is not much work.
The fragment explosion prop in combination with the Text\RainbowText effect and a cartoon map gives you more options. The installer comes with a demo:
